Essex Planning Officers Association (EPOA), representing local planning authorities in Essex, identified the need for early collaboration between authorities on the preparation and use of demographic information, particularly in light of changes to the planning system and revocation of the East of England Plan. This project has been conducted in four phases to provide a range of demographic forecasts representing a variety of scenarios in order to form part of the evidence base for Local Plans.

Early stages of work to produce a separate Gypsies and Travellers DPD was undertaken, as required by the previous government. Two consultations were carried out at the first stage of DPD preparation, Issues and Options. The first consultation was during July-September 2007 and the second took place during May-July 2008.

In March 2009 the Council resolved that it would be in the best interest of the Borough to provide 15 additional permanent residential Gypsy and Traveller pitches by 2011, as required in the now revoked East of England Plan. Consultation took place during December 2009-February 2010.

The study sets out economic growth scenarios to enable the Councils to reach an informed view of the economic future and job growth aspirations in light of revocation of the East of England Plan and its associated targets.

This paper seeks to identify a housing needs figure for Brentwood Borough which is compliant with national guidance and can be used to help set the housing target in the Councils emerging Local Plan. This evidence is to be reviewed and updated on the release of new household projection data, which is usually provided annually.

This study assesses the provision of open space, sport and recreation facilities within the Borough; set local standards for provision of open space, sport and recreation facilities; and provide guidance for the assessment of developer contributions to the provision of open space, sport and recreation facilities.

Open Space, Sport and Leisure Needs Assessment (Ploszajski Lynch Consulting Ltd., August 2016)

This needs assessment provides an audit of existing open space, sport and leisure facilities across Brentwood Borough. It identifies where deficiencies exist and provides recommendations for standards of provision. The assessment does not prioritise between areas of need, this is being considered through work on the Councils forthcoming Infrastructure Delivery Plan (IDP) and Leisure Strategy.

Strategic Housing Land Availability Assessment (SHLAA) (Atkins, 2011)

The primary role of the SHLAA is to identify sites with potential for housing in the Borough in order to show where housing could be provided over the next 15 years. Identification of land as having potential for housing does not mean that the land will be allocated or granted planning permission. The SHLAA provides independent evidence to support future plan-making, it is not a statement of Council policy.

Surface Water Management Plan (SWMP) for Brentwood Borough (JBA Consulting 2015)

Essex County Council, in its role as Lead Flood Risk Authority, commissioned JBA Consulting to complete a Surface Water Management Plan (SWMP) for Brentwood Borough. The report establishes a long-term action plan to manage surface water and will help to inform future capital investment, maintenance, land-use planning, emergency planning and future developments. It also forms part of the Local Development Plan evidence base.
